Dock Removal Ordered on Kickemuit River in Warren, RI
EastBayRI: The clock is ticking — again — for Thomas Koolen. The Libby Lane resident was found in contempt of court (Tuesday, April 10) by a judge who had previously ordered him to remove more than 100 floating docks that he brought into the Kickemuit River, illegally, nearly a year ago.
On Tuesday, Superior Court Associate Justice Taft-Carter found Mr. Koolen still in contempt of previous orders to remove the floats. A week earlier, on April 3, she had ordered the docks’ removal by this Tuesday; she ruled him in contempt a second time this week after learning that only 14 to 18 of the 90 to 100 docks in the river and on the shore had been removed since her original order.
Now, Mr. Koolen has until Monday, April 16, to remove the docks, and must remove at least 10 of them per day. If he does not, Mr. Koolen, who spent a night in jail for the first contempt of court sanction, will face further penalties.
